Naikar Oken was the Leader of the Oken and the namesake of the Naikar deals.

Biography

Early life

Naikar Oken was born into the Oken, the rulers of the Oken Kadrike which at the time of his birth was one of the poorest Kadrikes in Akaria.

Leader of the Oken, Womak Oken died on 15-2 162 TT. After three days of mourning, Naikar's father Hankar Oken proclaimed himself Leader of the Oken. Naikar challenged his proclamation under the right of blood and the two duelled with Naikar winning and being recognised as the Leader of the Oken.

Naikar Deals

Between 17-3 and 22-3 143 TT the city of Manser in the Weer Kadrike was engulfed in flames, with a large portion of their industrial district destroyed. Soon after, strikes and protests took place in Manser with the majority concerning the production of volatile chemicals production in the city centre which had greatly contributed to the size of the fire. Naikar Oken met with the Oceanic Council in Manser to discuss a proposal he had come up with. Naikar told the council about how the Oken owned a large amount of relatively worthless land in Oksken and would be willing to let Oksken take on Manser's chemical production. The deal he proposed would give the Oceanic Council control over a portion of the Oken's land in Oksken for twenty years, at which point the land and anything on the land would revert to Oken control. In addition, ten percent of all profits generated from the land would go to the Oken. After three days and the murder of Amsani Weer, the Oceanic Council accepted the offer. During the two decades following the industrial sector in Naikar continued to decline leading Naikar to make further deals of a similar nature with other Weer. The Naikar Deals marked Oksken's transition from a rural backwater to an industrial hot spot.

Legal reforms

Since the days of the Okenarian Confederation the Okero, a collection of several hundred volumes written by the Leaders of the Oken had served as the Oken's legal framework. In addition to legal practices, these volumes also contained lists of marriages, births, deaths, property ownership, histories and fictional stories with many of the volumes being summaries of other volumes. On 15-8 120 TT Naikar went to the Okero Repository and added to the end of each volume which still had blank space at the end: "The legal framework of the Okero is considered lesser to the Oken Dictates, modelled in the style of the Ocianic Dictates and issued by the Leader of the Oken." The next day Naikar's cousin and Warden of the Okero, Adakair Oken claimed that such vast alterations to the Okero was a violation of Oken Law. Naikar retorted by claiming that it was Adakair who had violated Oken Law and had him executed. On the same day Naikar issued Oken Dictate 1 of 1667 ACC establishing the Oken Court which was in charge of interpreting Oken Law. He also named his spouse, Unoi Oken, Warden of the Oken.

Naikar's second child Nailar Oken, was born on 12-6 119 TT. During his life, Naikar had sired only two children, both of them female. By Karinian tradition, women were not permitted to rule Kadrikes. Three days after Nailar's birth in a ploy to give his daughters some amount of power he issued Oken Dictate 2 of 1668 ACC re-defining the process for how leaders of the Oken are chosen. The dictate established Oken Elections, which were held after the Leader of the Oken's death. There are 100 potential votes, each owned by a member of the Oken, these votes may be sold to other members of the Oken, may be inherited and one person may have multiple. After the death of the Leader of the Oken the members of the Oken who own votes elect the next Leader of the Oken from among the Oken. The dictate gave 50 votes to Nailar's eldest daughter Arakar Oken and 50 to Nailar. It specified that if one with votes was under 20 years of age then their closest living relative could cast their votes for them.

Death

Naikar Oken died on 22-1 116 TT triggering the 1st Oken Election.
