Votan Lainya is the Lieutenant President of Utlia and the Governor of North Utlia.
Biography
RGOU
Votan was the leader of the RGOU, who fought in the Utlian Civil War against the Utlian Kingdom. At some point Votan met with his friend old, school friend Yyme Braia and made him an offer; in the evernt that the RGOU overthrew the the King of Utlia, Ywylin Yyme would become the country's new president with Votan serving as his lieutenant president. Votan explained this as Yyme being a better candidate for true leadership that the people could look up too. Yyme took the offer.
The civil war concluded on 12-6 6 TT. As planned Yyme Braia became the President of Utlia and Votan became the Lieutenant President of Utlia.
Lieutenant President of Utlia
Yyme fired the Governor of North Utlia, Salaym Yeb on 30-3 9 PC and replaced him with Votan giving Votan additional duties.
Yyme and Votan met with Emperor Spyron, Lidoka Rondan and the Commissar of Halma on 18-4 9 PC.
Votan accompanied Yyme, Living King, Harakar Oken and Scribe to the Living King, Lightning Perat on a visit to Ronatana on 20-7 9 PC. After arriving on shore the group was ambushed by leader of the Tun'ilhameng Liberation Procedure (TLP), Edward and some other TLP members. Lightning deescalated things and the meeting continued as normal with both Harakar and Yyme agreeing to begin trying to support the TLP.
Votan attended the Great East-West Meeting on 28-7 9 PC.
On 28-3 10 PC, the ATFS Arakar of the Akarian Trade Fleet was destroyed by the Sorewa Liberation Uprising (SLU), plunging Kel-Elemi into a state of chaos. Two days after the attack Harakar convened a meeting of the Akarian-Utlian Alliance in Oksken, which Votan attended. At the meeting it was decided that High Director of the Akarian Navy, Akrake Oken was to plan the Akarian and Utlian intervention against the SLU.
On 2-5 16 PC, Hia El was promoted to 2nd in command within the Utlian Braia Cabinet putting her on par with Votan within the Utlian governmental hierarchy.
Yyme was hospitalised with the Mor-Virus-2 on 3-12 16 PC with Votan taking over his duties on the Inter-governmental Radio System. Yyme was later pronounced dead on 7-12 16 PC.
